Sure, unless you care about the bookkeeping information you get
by using a package manager (i.e. rpm or dpkg).  I know someone
who maintains a perl setup at cisco and I believe there they
use CPAN to install modules and then rsync their tree to
everyone that needs it.  That's a valid use of cpan.  However,
when you want to make sure that every single piece of software
is accounted for and noted somewhere (i.e. the rpm database)
then CPAN falls short.  Yes it can do installation.  But what
about un-installation?  What about information querying?
What about verification?  Until CPAN can do that *and* interface
with the package management system on the computer in question,
it's really nothing more than a nice idea.
