Yes.  Put this line in your ~/.gnupg/options file:

keyserver wwwkeys.de.pgp.net

Unfortunately, I've found that if you use IMAP.  Evolution's
GPG support is severely broken anyway.  I can send a message to
myself, sign it, and have the signature come out broken. :-(
This is because when they download the message they do it in
parts (if it's over 5Kb).  I took a look at their bugzilla
and they basically said to fix it they would have to redesign
their imap support. :-(
