FWIW. I just d/l the Phoebe 3 boot.iso and mounted it. Here's a tree
dump of what's on it:

boot
`-- isolinux
    |-- boot.cat
    |-- boot.msg
    |-- general.msg
    |-- initrd.img
    |-- isolinux.bin
    |-- isolinux.cfg
    |-- options.msg
    |-- param.msg
    |-- rescue.msg
    |-- snake.msg
    |-- splash.lss
    `-- vmlinuz

1 directory, 12 files

I suspect that mounting the iso on a loop device doesn't give access to
the boot code on the CD. But it looks like it's using isolinux which is
a bootloader that uses the native ISO9660 rather than an emulation mode
to make bootable CDs (see http://syslinux.zytor.com/iso.php).
