Could definitely be your firewall, but that normally wouldn't stop your
traffic from going out (and being responded to).
It could be:
 - You are not getting a DHCP address/network/gateway once you dial-up.
 - Your PPPd software is not setting your default route to point down
the dialed up line
 - Your modem/dial-up is not actually connecting.

To check on your network interfaces use the command:
  ifconfig

Do this before and after a dial-up to see if a new network interface has
been added after the dial-up.

If you are connecting, and getting an ip address from your ISP, then
check the routing. To check on your routing:
  netstat -nr

Do this before and after a dial-up to see if the routes have been
properly modified - the default (0.0.0.0 0.0.0.0 route should point to
your dial-up ISP)

Good Luck - Jon Carnes
