[RHCE] Can't able to create user with DOTS?

i.e name.surname
Since, i am creating E-mail accounts for my users.

I can able to create users with "." in their name.
We are using and tested it on:-

Redhat 6.2, 7.2, 7.3, 9 & Fedora Core 2
Debian 3.0 r2

Well, i have checked.This problem/safeguard feature present in all RHEL.
