[TriLUG] ack ... "talk" doesn't work on seawolf

ok, i'm a little baffled on why i can't get talk to work for
a bunch of people on a red hat 7.1 box. anyone who tries it gets
"Error on read from talk daemon: connection refused."

so, go through the list of usual suspects:

1) talk installed: check
2) talk service on via chkconfig and xinetd: check
3) everyone's "mesg" is set to y: check
4) talk allowed in /etc/hosts.allow: check
5) talk not being filtered by ipchains or iptables: check

nothing about talk is being logged in /var/log/{messages,secure},
so those files aren't much help.

i just noticed that i can run talkd in debug mode so i'm about
to try that, but have i missed anything obvious? (the answer to
that, of course, is yes. but what?)
