Helms' office told me as much as "We don't pay attention to email" a year or
two ago when writing to him about another issue.  I talked to someone at
Edwards' office and was told that email is simply tabulated for/against.
For the best response, make an appointment to talk for 15 minutes with him.
If you don't have the contacts to pull that off, send letter by fedex.  That
always gets their attention, and stands a better chance of actually being
read by the senator.
