This is EXACTLY the part that bothers me...these laws will
not stop the real criminals and terrorists.  Does congress
think Americans are the only ones capable of writing 
encryption software?  The criminals that are really dangerous
are smarter than that.  This kind of law is ONLY useful for 
keeping an eye on the average citizen - and as "Look what I 
did" resume fillers for politicians.

p.s.  Does this have anything to do with Linux?  I guess
      it _is_ very important to open source development...
