It is necessary to be more discriminating.  The W3C
staff are apparently mostly, if not entirely, opposed
to RAND -- it's the W3C *members* (or at least some of
them) that are pushing for this.  So, yes -- MS, HP,
et cetera may be the bad guys, but TimBL and other
staffers aren't.

What you get for a [high]fee-based membership -- a rich
people's club.
