Yes, I think they're using different definitions.  IIRC, Netcraft measures
the servers on the Internet.  But for every company that has a web
server on the Internet, they have 20 behind their firewall for internal
usage - and most of those are running IIS.  Also, Microsoft probably 
claims a web server running for every single copy of WinNT/2k server
they every sold.
