I don't think IMPS/2 is the correct protocol.  IMPS/2 is the
IntelliMouse PS/2 (the round mini-din connecter) protocol and
I would think a USB mouse would be different.

Hmmm... however, looking at

http://www.linux-usb.org/USB-guide/x194.html

tells a different story.  It does say to use IMPS/2.  Oh well.
Have you tried looking there?
