You say you download * all * the RPMS from ibiblio to do a OPenSSH update? 

the rpm -FVh *.rpm means you are " fixing " all the RPMS you download and 
other  things * require " that version. Try just grabbing the updated 
OpenSSH rpms and doing rpm -Fvh openssh*.rpm
