Unfortunately, I believe that is indeed the case.

But, see, the thing is that there are probably just as few
people who really want the reply-to munging and the vast 
majority are just content to lurk and don't care.  So, whatever
the list is initially setup as generally stays and the initial
setup is generally based on what the list creator wants.

So, there isn't a majority either way and it falls upon those
of use who have the intense likes/dislikes to try to persuade
those who are apathetic.
