A fat-esque fs can be mounted with uid and gid parameters to specify the
user and group that own the files. However, uid/gid will be most useful
only if you have another user or group to whom you want to grant
read/write access to the partition.
In general, the umask flag seems to provide a more elegant approach; by setting
it to 000 for the whole filesystem, you functionally `leave the permission
bits set on', so that everyone can access the partition. For example,
consider this fat floppy:
# mount /dev/fd0 -t vfat -o umask=000 /mnt/floppy
# ls -al /mnt/floppy
total 159
drwxrwxrwx 2 root root 7168 Dec 31 1969 .
drwxr-xr-x 6 root root 4096 May 23 2000 ..
-rwxrwxrwx 1 root root 151552 Aug 3 2000 putty.exe

This option appears to set the msdos_sb_info.options.fs_umask flag
in fs/fat/inode.c.
