If you ever have the opportunity to bootstrap Gentoo or LFS, you'll do
this exact setup. This is how each builds the environment up for the new
Linux install: build static tools using host system (CD in the case of
Gentoo, CD or normal Linux distro for LFS), chroot into new minimal
system that has static tools, build dynamically linked replacement tools
using statically linked tools, install everything else.
Really, a very fun afternoon's work on a desktop (or work for several
afternoons on a laptop ;^).
The mount --bind /proc stuff is practically just like the Gentoo
bootstrap instructions.
