To move disks around, I thought that tar can do the job pretty well. dd will 
create you a 2 G partition on your 4 G disk... if the geometry does not get 
fsck*d in the process...

But, you can try to do

dd if=/dev/sda of=/dev/sdb

If you intend to keep the bigger disk as sdb , then you will need to twaek 
fstab and your boodloader as well.
