Tanner,
It always has a confirmation step, which will list the packages to
add/delete. But, it won't say, "Whoa, you are going to delete package A,
and B as well. Are you sure you wanna do that?" It will just put packages
A and B in the package remove list.

Will it ask you before doing so? (Generally a good thing, just
in case... :-)
So, it seems that, functionally, apt and urpmi are equivalent.
