Well, libtinfo.so.5 seems to be part of ncurses:
http://www.hklpg.org/RPM/libtinfo.so.5.html
I would guesstimate from the name that it has something to
do with terminfo. On my Mandrake 8.2 box and a Redhat 7.3
box I checked, however, I can't find it anywhere. Therefore,
I must assume that it has been rolled into the main libncurses.so
and that the program you're trying to install needs to be recompiled
on your platform.
BTW, if you're running Manrake 8.2, the Penguin Liberation Front
includes lame in its rpms. You can find the plf at
http://plf.zarb.org/.
