[TriLUG] limiting bandwidth usage?

I'm looking for something that would allow me to put a
hard limit on the bandwidth used by a linux box (either
the entire machine, a single user or single program).

So far, this is all I've found:

   (haven't tried it yet)

Anyone have any other suggestions?
