Are these not facts: 1) MS succumbs to attacks often and Linux infrequently, 
2) MS solutions do not have a history of being reliable where Linux systems 
frequently have uptime counters roll over?

Segments of the German and Chinese governments are making significant moves 
to Linux.  These are not security ignorant institutions.
