For doing an initial load, there's the migration-tools package, FWIW.

Well, there's various GUI tools.  But I concur that there's not a lot
of command-line stuff out there.

If you want, I am currently heavily into LDAP land for other reasons,
and I suspect I could whip out a Perl script using Net::LDAP to add
users in relatively short order.

Any particular interface you want?  Maybe luseradd/luserdel/lusermod
clones of the respective utilities?
