DocBook.
It requires more work to produce at first but that work pays off in the long
run because it solves the distribution problems. It also means that your
work has more value because the source is in an open self-describing format.
Since your are writing for people in a technology transition, the ability to
output an HTML product allows your targeted users to easily use the same
document in both the proprietary and open environments.
