I've never used pureFTP, so I can't speak to that.  I have, however,
used proftp quite a bit on my home system and the new TriLUG 
ftp system.  Proftp uses a configuration file that is very similar
to apache.  It implements all the various ftp commands (i.e. dir, ls,
etc..) internally so you don't need to replicate a chrooted directory
structure like you do with wu-ftp.  In addition, it supports modules
for various things (i.e. our mysql authentication) and it directly
supports bandwidth management.  I highly recommend it.
