[TriLUG] cable modem caps locally

Yeah, I've seen that in action first-hand.  I was sharing the RH 8.0 IOS 
files to my neighbor across the street (and on the same RR ring, natch) and 
we were capping that connection at a very low rate - just slightly faster 
than I downloaded them from that PII sever at NC State.

Some of the old INS crew that are still hanging on at Lucent are the ones 
that help TWC with the initial design of the RR systems but nobody can come 
up wtih hard numbers on what the caps were supposed to be or just how much 
bandwidth could be pumped through the system.

Regardless, at least RR isn't capping usage per month like many other cable 
providers.   At long as they keep the pipes open and don't move the cap any 
lower I'm a happy camper.
