[TriLUG] shell and proftpd

I am having a problem with proftpd.

I would like to set up people with ftp access to upload their websites.

I have proftpd working and everything is dandy.
But, When I set their username up so that they have /bin/false for their 
shell (because I don't want them to be able to ssh my ftp server and get 
in with a shell account.)

It gives me a login error message . (login incorrect)

how do I fix it so that I don't have to give users a  shell and I can 
let them ftp my server.
