Actually, that's only partly true.  Codeweavers releases all their
WINE code under the GPL, while Transgaming works with the last
BSD-style licensed version of WINE and releases some of their code
after a set time (Aladdin license) and does't release at all some
of their code (specifically, the code dealing with copy protection
as they fear DMCA troubles). 

So, you could duplicate the Codeweavers releases, if you wanted to
take the time and effort, but you could not duplicate the Transgaming
ones because of the fact that they don't release all their code.
