Right.  The tape is moving horizontally.  The drum is mounted at an angle 
across the tape path.  This is hard to express in ASCII.

You can see the angle-mounted drum behind the tape.  The heads (4 or more) 
are mounted in the drum which spins at a constant RPM.  The speed of tape 
motion past the drum determines how wide a track of data is laid down and 
how tightly the tracks are spaced.
