[TriLUG] bugzilla installation troubles

Anyone have any experience troubleshooting bugzilla installation?

I am installing bugzilla 2.16.2 on a RH8.0 system RHN'ed with all the
latest packages. In doing so I encounter the following problem:
The html test fails during the make test phase of the cpan install >>>
.cpan/build/Template-Toolkit-2.08/t/html.t test
The highly informative error says "template text 3 did not match
expected"

Any ideas are appreciated...
