[TriLUG] trouble with xdmcp / gdm / xdm

I can't get this to work and it seems like it should be easy to do.
I want to boot a PC running Redhat 8.0 to runlevel 3 (calling this my
console PC), then ssh to another PC running Redhat 8.0 (calling this my
target PC) and get xdmcp to give me a display through ssh back to the
console PC. 
Here is what I have done following tips from the xdmcp howto...
On the target PC (a default RH8 install)
/etc/X11/xdm/Xservers - I added the line 172.16.128.64:0  foreign
(this is the console PC's address)
/etc/X11/xdm/Xaccess - I added the line 172.16.128.64  172.16.128.140
(this should "hard-wire" the two)
/etc/X11/xdm/xdm-config - I commented out the line
DisplayManager.requestPort: 0   (to permit xdmcp)
/etc/X11/gdm/gdm.conf  -  I changed the section [xdmcp] Enable=false  to
Enable=true

On the console PC (a default Redhat 8 install)
I have only changed the inittab to come up runlevel 3 by default

When I ssh to the target from the console I get connected and can launch
xterm's and so on - - this part works !
When I try this...
X -query 172.16.128.140 whether in an ssh session or not I see what
looks like a classic X display - black screen big X for a cursor -
nothing more.
If I ctrl+alt+F1 I see this message...
XDM: too many retransmissions
What am I missing ? ? ?
