Okey, here's the fixer:

As mentioned I believe by Ryan Leathers, I was bypassing the Windows 98 login (either hitting <ESC> or clicking CANCEL). However, I had it setup for a login to a Windows NT Domain (work stuff). I told it to load Windows login instead of Windows Domain Login, and I was able to get to it by IP. I still haven't got LMHOSTS working but that's fine. I'll figure it out later.
