How much RAM do you have?  Your application start-up times are very
similar to mine (almost identical) and I run a AMD 300 with an old POS
IDE drive, and 96MB of RAM.

My guess: the bottleneck is your hard drive.  I'll bet your not getting
the speed out of it that you could (hdparm).
