redhat-config-xfree86 will give you the GUI. Other wise you need to check www.xfree86.org doc's on how to modify your /etc/X11/XF86config file. If you decide to go the edit route, use the docs on www.xfree86.org or and www.samsung.com to set the refresh rates.
