It's called "Digital Rights Management", and the concept behind it 
doesn't enjoy wide popularity in open source circles.  I don't know 
that you're going to have any luck finding an open source tool to 
manage closed content in such a way.  But there are lots of proprietary 
systems out there for locking down your content.

There was a local company called "Reciprocal" in Morrisville that did 
this, but they have long since been assimilated by the Microsoft 
collective.

The closest free software I know of is 
http://www.sidespace.com/products/oggs/ but it is not yet "stable".  
Don't let the name fool you; it is not limited to Ogg Vorbis content.
