a. copy ncftp-2-7-1-linux-x86 to /usr/share/apps
b. double click on ncftp-2.71-linux.x86-export-tar-gz
c. extract with file roller
d. execute ./ncftpd-2.7.1/install_ncftpd.pl perl script
e. run

If point number 3 is more important than point number 1, and you can't 
find anything that meets all three, check out ncftpd (2 out of 3 ain't 
bad).
