Jon, check out the RFC's... having no "TO" header is perfectly legit.  
It's especially useful when you're sending out something confidential, 
so confidential that the recipients shouldn't know the identity of one 
another.

IMHO if a spam filter traps a message solely based on the absence of a 
"TO" header, then the recipe has been poorly configured.
