the answer apparently is that this is a not-uncommon but definite
bug in the 2.4.20-13.7 rpm.  the fix is to

# cd /lib/modules/2.4.20-13.7
# ln -s kernel/drivers/pcmcia pcmcia

thanks to victor orlikowski (possibly not on this list) for the fix.
