If it is only from certian domains, I would honestly say that it is not 
the OS.  Those domains may not like something you have in your apache 
config, possibly you may be considered "adult" and compuserve, aol, etc 
may consider you a threat to their customers and therefore blocking 
access to your site.  I have been using Win98 for years and have had no 
problem accessing sites.  I just viewed and navigated your site with a 
Windows98 machine with minimal updates if any.  But if it only happens 
when you start your firewall, then it is a problem on *your* machine not 
the clients.
