[TriLUG] clock skew boot message and submit.cf inconsistency

OK, assuming your time is correct, and that your system hasn't been
hacked, then something went "flooey" with the timestamp on submit.cf

One way to fix this (and I'm not at all certain that something else
isn't wrong with your system, just that this will stop the error from
coming back) is to 'touch /path/to/submit.cf'

touch simply changes to the timestamps on a file.  (man touch for more
info.)
