[TriLUG] clock skew boot message and submit.cf inconsistency

If you just want to make that message go away:
vi /etc/mail/submit.cf
:wq
That will save the file with the current date and time. The foo-bar on
the date setup seems to be prevalent in RH9, must be part of the rpm.
