I'm surprised no one has mentioned looking at /etc/hosts.allow
and /etc/hosts.deny. I don't know about Debian, but xinetd
on Mandrake 9.1 uses that in addition to everything else, so
if you want outside machines to be able to access it you
need to explicitly set it in /etc/hosts.allow.
