Image Link USA offers web hosting at what I consider to be very 
reasonable prices.  You can get 200 MB of space + 15 GB of data transfer 
for $20.00 / month...  I'm not sure exactly what GrokLaw's requirements 
are, of course..  but even if they're pretty extreme, ImageLink has a 
plan that gets you a gig of disk space + 25 GB of data transfer per 
month, for $50.00 / month.... 

FWIW, I'm not affiliated with them in any way, so this isn't an 
advertisement from them... I just happen to use them to host my site, 
and can attest to their reasonable prices and service.  If you want to

Also, it *might* be worth asking around a bunch of different law schools 
around the country.. as well known and popular as GrokLaw is, it 
wouldn't surprise me if one of the big-time law schools might not be 
willing to donate some web-space and bandwidth... Locally, Duke, 
Carolina, and Campbell come to mind as possibilities...
