[TriLUG] Bandwidth Limit on a Specific File

Does anyone know of a way to enable a bandwidth limit on a specific
file?  Say, to cut off transmission over a certain period of time (say,
a month) once a file has been transferred up to a certain limit?

I'm not aware of a way to do this, but I have a hosting customer asking
if this is possible.
