Okay, the problem has been resolved. Thanks Frank and James for
noticing the problem.
Apparently Apache (or more specifically, the "mm" component) has a bug
in which it will not release semaphores properly. The kernel eventually
runs out of semaphores, resulting in the error shown (semget: No space
left on device) -- the "no space left on device" is not really correct,
there just isn't apparently an errno for "out of semaphores".

The workaround was to increase the number of available sempahores, by
editing /etc/sysctl.conf and running "sysctl -p" as described in that
bugzilla bug.
