[TriLUG] limiting bandwidth use

through the use of iptables or other linux utilities, can a linux server
being used as a firewall/web server
be used to limit the throughput for web and ftp traffic
incoming/outgoing.

What I'm interested in doing is possibly doing some limiting to avoid any
abuse; if I put something on a box on a cable modem,
and didn't want any issue for bandwidth abuse. etc. Just curious.
