No, it is real thing. What do I need to put in there?
I did,
ssh -l payal -L 1080:<ip address of friend's machine>:3128 < ip address
of friend's machine >


But same error,
channel 2: open failed: connect failed: Connection
refused
channel 2: open failed: connect failed: Connection refused
channel 2: open failed: connect failed: Connection refused
channel 2: open failed: connect failed: Connection refused

On his university account I can do it using,
ssh -l anand -L 1080:localhost:1080 <university ip address>


What am I missing?
