You could try IP tables. Correct me if this is erroneous:
iptables -P INPUT ACCEPT
iptabels -F INPUT
iptables -A INPUT -s xxx.xxx.xxx.xxx -p tcp --dport 22 -j ACCEPT
iptables -A INPUT -p tcp --dport 22 -j DROP
Continue entries like line 3 to your heart's content.
