The easiest way is to let it take on a life of its own.  To start it 
you need (a) a mailing list, (b) a web site and (c) someone committed 
to post the next meeting location and time to (a) and (b) once a month, 
once a fortnight or once a week.  Mention it to the people in the Linux 
class, mention it to some Linux friends, mention it on TriLUG.  
Encourage them to bring others.  The rest will happen on its own.
