If you'd like, you can start a project on TriForge, TriLUG's
installation of gforge.  gforge is software development / collaboration
software similar to what runs on sourceforge.  See
http://forge.trilug.org/ for more information.

Additionally, you could just put up a web site with your project, and
basic information.  There are a number of sites out there you could use
as a pattern to figure out what kind of things people want. 

Promote your site on http://www.freshmeat.net/ and other sites that list
open source software.  Become a member of related mailing lists and
promote it passively (ie, reply with a link when people ask about
mozilla passwords, but don't just spam those web lists -- spam is bad!).

I seem to remember that the Mozilla project may also have a way for
small-time developers of add-on or related applications to promote their
work through mozilla's web site, but I don't know the details on that.
