[TriLUG] "ghostbusters" type graphic

Folks-

For a lecture, I need to put a "ghostbusters" thing (you know, the red
circle with a slash through it) over an existing graphic. Can't figure out
how to do this with GIMP. Any advice? (Any software is fine by me.)
