I *highly* doubt that.  Even if traditional telco's cease to exist, I 
think there will be a lot of net gear deployed that are strictly DC 
powered even if its only to eliminate an extra (power depleting) 
conversion step from batteries to AC.  Same goes for other aspects of NEBS.
